BS - 5907: Fixed an issue when getting data to calculate charges where orders that contain SKUs that have been deactivated we not being processed, so charges for those transactions were being missed.

BS - 5910: Updated the queries made for RateSelector and MarkupMinimum Processor to make gathering the data necessary to calculate charges more efficient and reduce the load on the database.
